The Effects of a Community-based Long Term Care Project on Nursing Home Utilization

Abstract

The South Carolina Community Long Term Care Project (CLTC) was a Section 1115 Medicaid Waiver demonstration project that served individuals requesting Medicaid nursing home benefits. Experimental clients were provided with case management and expanded community-based services. This paper focuses on the effect of the CLTC project on nursing home utilization. Over an 18-month period of participation, experimental group clients experienced significantly fewer admissions and a 38% reduction in nursing home use.
