Abstract
The best value pilot initiative in local government was launched in 1997 and securing best value in the delivery of services is a statutory duty upon local authorities from April 2000. This paper explores how these pilot initiatives have fared to date and how their success might be measured. It explores the meaning of ‘best value’, the way in which the National Evaluation Team is assessing the performance of the pilots and the Government's performance indicators for best value.
