To realize the strategic goals that we have set for the year 2000, we must rely at least half on scientific and technological progress. The new technological revolution that is emerging vigorously throughout the world at this very time offers us an opportunity of great advantage in our effort to accelerate our country's technological progress. Therefore, an urgent task confronts us: to find a proper way to exploit this opportunity so that we may, on the one hand, speed up progress by skipping a few stages of traditional development and, on the other hand, to avoid immense waste brought about by haste and rushing.
