Abstract

ASEAN diplomacy reveals an interplay between national interest and regionalism among ASEAN states. Indonesia's President Suharto is a major force in ASEAN because of Indonesia's emphasis on consensual decision-making. ASEAN diplomatic ideas and practices stress mutual respect, national development and economic cooperation, cultural cooperation and national identity, and finally security cooperation.
