Abstract
Pressure is growing for the European Union to create a European Research Council with an annual budget of about €2bn to stimulate basic, strategic, and investigator-driven research.
The overwhelming bulk of research in Europe would continue to be organised and funded nationally. But supporters of the proposed centre believe it could make a valuable contribution to the European Union's plan to overcome geographical and linguistic barriers and create a European research area.
