Abstract

This paper was prepared for presentation at the School of Social Service Administration of the University of Chicago during a dedication-year symposium on "Manpower for Social Welfare: Goals for 1975." The author, who was chairman of the Working Party on Social Workers in the Local Authority Health and Welfare Services, is now consultant to the National Institute for Social Work Training, London, England, and president of the International Association of Schools of Social Work.
