Abstract

This paper does two things. First, it describes in detail the origin and operation of PJM's demand side response programs. Second, it provides the some useful context for the role of demand side response in competitive electric wholesale markets and probes the as yet unanswered questions of how much demand side response do we need and how do we get it.
