Abstract
The city of Sapporo has a high snow-removal capability due to a system that allows for effective operation and management of snow removal. The system relies on the city’s meteorological observation facilities and the snowfall information system. During the winter of 1995/1996, which had snowfalls of record depths, the implementation of this system resulted in expedient recovery of the urban functions of the city without human injury.
