Looking at the whole world, many developed countries aim to seize the commanding heights of the economy in the future, improve the environment, in order to pioneer the development of new energy industries, in which a lot sound policies and advanced technology request us to learn. Therefore, we should implement supportive policies, introduce positive financing policy, expand financing channels, optimize subsidy policy, construct the fiscal policy system that promoting the development of new energy industry, and enhance the capability of the independent innovation.
