Abstract
Liaoning province, as the earliest industrial base in China, has been the major heavy industry center since the founding of the country and thus its economic development highly relies on energy utilization. Now confronted with the approaching exhausting of primary energy, the economic development of Liaoning province faces its bottleneck. With statistical analysis, this paper selected the panel data of energy consumption intensity and gdp of 30 provinces and analyzed the convergence of energy intensity and economic development as well as the energy consumption intensity in Liaoning province; then compared the energy saving potential of Liaoning province with that of country to analyze energy saving potential in Liaoning province. The following conclusion was drawn: there is negative correlation between the level of regional economic development and energy consumption intensity; high energy consumption intensity, high ratio of input and output and low energy efficiency in Liaoning province; the energy saving potential of Liaoning province is above the national average, thus has great energy saving space.
