Standards structure for a data processing department

Standards are reputed to solve a great number of problems within a data processing organization. In truth, standards alone solve very few problems. This paper presents this dilemma in terms of the practical objectives and consequences of local standards development. Rather than promote a particular standards set, general appropriateness is discussed in terms of a supportive standards structure. The model for standards development which is utilized is the Standards Manual used at Indiana University for administrative data processing. The experience of its development illustrates the conditions underlying a proper standards structure:• the need for and applicability of local standards• the organization of a Standards Manual• the organization of a department standards committee• the procedures for standards evaluation and maintenance• the procedures for standards enforcementStandards are no simple nostrum used to remedy basic ills in the computer installation. However, the structure presented in this paper is one important aspect of a greatly needed determination to manage the data processing environment in a consistent manner.
