Abstract

This article reviews the issue of language and the education for newcomers and other non-English speaking children in the United States. It portrays fluctuating historical attitudes towards the use of languages, other than English, in schools and other aspects of life, reviews the legal battles on behalf of such children for rights to equal educational opportunities, describes arguments favoring and opposing bilingual education, and depicts current federal policy regarding the educational rights of these children.
