Abstract

Since 1989, through the work of SPEAR, considerable experience has been accumulated on the technique of organising evaluation panels and of supporting their activity with a methodological input and with external consultants. SPEAR has played a major role in creating a true community of European R&D evaluators, and the discipline is now more active in Europe than its birthplace in the USA.
