Abstract
The quasielastic-two-body-scattering (QTBS) hypothesis is studied in the inclusive inelastic scattering of electrons by nuclei. A sum rule for the scaling function, and other quantitative tests, are introduced to examine to what extent observed scaling is a confirmation of the QTBS assumptions. The violation of scaling that has been observed in some regions is shown to be a consequence of quasi-inelastic production of nucleon resonances.
