Институционализация в Российской печати либерального общественного мнения по отношению к военным реформам России в начале ХХ века

The article shows us the position of the parties of the Russian liberalism concerning the reforms of the army and fleet in the beginning of the XXth century. According to the materials of print media of Constitutional Democratic party, «of Union of October 17», to the Party of democratic reforms and Party of peace renewal the author concluded that the tactics of the mentioned parties was the reason of their contradictions and didnt allow them to join on the one reformist platform. It is proved that the communications work of the liberal parties lies in the critic of the most attackable aspects of the reforms and in formation of the negative attitude of the public opinion to them, that in the eye of the author played not the last role in the social non-admission of the Stolypins variant of modernization of Russia.
