Abstract
In the past, rate of return regulation served to the advantage of electric utility stockholders. Today this is no longer the case. Furthermore, owners cannot assume that utility management can or will work totally in their behalf. As a result, this paper presents as its main thesis that utility stockholders should band together into advocacy groups to support their right to a fair rate of return. 20 refs.
