Abstract
The goal of this study isto improve the quality of Non Formal Education (NFE) in Bhutan through integration of ICT in adult literacy education. It is intended to achieve the following aims of: developing an appropriate ICT-based training program for implementation in Bhutan; assessing whether the use of ICT improves the quality and access of learning support; formulating recommendations from the research findings for a NFE education policy; and reviewing Korean and other world cases on ICT education to draw policy implications.Adult literacy education in Bhutan lacks learner motivation, trained educators, infrastructure and policies on the use of ICT in literacy education. Also, there is limited commitment to adult literacy education and little attention paid to quality of literacy education. However, use of ICT in literacy education may resolve these problems by enhancing learning, broadening access to literacy education, creating local content,developing teachers professionally, and cultivating a literacy-conductive environment. By conducting literature review and case studies, and visiting Korean facilities that develop and support ICT use for teachers this study draws policy recommendations and suggests policy actions.
