Abstract

This paper, authored by a member of the Transportation Research Board Committee on Freight Transport Regulation, provides an overview and history of regulatory policy in the U.S. transportation industry from the late 1800s until the present. Specific sections are devoted to regulation, deregulation, and reregulation including pertinent legislation and developments that led to the creation of the Interstate Commerce Commission. Special emphasis is given to how transportation regulatory policy affects the railroad industry and the transport of freight via railroads.
