Abstract

This article describes Fred Gilliam, President and CEO of Austin Capital Metro, his role in the transit industry for more than 40 years, and his plans for the future of mass transit in Austin. Capital Metro is a contracted service and the agency cannot have its own unionized workforce; Gilliam walks a line between making a profit and providing a valued service to riders. He discusses manufacturing issues, as well as the agency’s rail service, sharing tracks with freight rail vehicles, and implementing a new bus rapid transit system called MetroRapid to cover areas not suitable to rail or where rail is not desired. Gilliam plans to double current ridership of 35 million by 2025.
