Abstract
Uncertainties today as to whether to emphasize fundamental problems, or to highlight financial indicators that are trending upward, characterize the internal conflict of an industry that feels its traditional infrastructure creaking under the strains of new financial realities. The seriousness of the industry's concerns, therefore, is more a matter of focus and perspective than of objective consensus. Utility-industry partnerships and third-party financing are among the innovative ways utilities are redefining their roles. 1 figure.
