Land transfer and local registration of title.

The Local Registration of Title (Ireland) Act, 1891, to which, at the\nrequest of the President and Council, I have the honour to invite the\nsociety's attention, is an important measure affecting the transfer of\nland in Ireland. Four years ago it was my privilege to lay before the\nsociety an analysis of a cognate measure, the Registration of Assurances\nBill, by the same author, then Attorney-General, now Mr.\nJustice Madden. That bill did not become law, but it is necessary\nto refer to it in connection with this Act, as they are complementary\nof each other, and though mutually exclusive in their operation,\ncombined they represent the policy of their author on the subject of\nland transfer.
