К вопросу о становлении и развитии наукометрии

In this paper we introduce the historical survey of scientometrics. We distinguish three periods of scientometrics. Scientific papers were published regularly and science introduced some important empirical distributions since mid 17 century. The Institute of scientific information published Science Citation Index since mid 20 century. It was the beginning of scientometrics. To date the data from the Citation Indices was widely used to manage science activities since end 20 century.
