Abstract

The handling, storage, and disposal of hazardous materials have recently become the focus of stringent regulation under the Resource Conservation and Recovery Act (RCRA). One requirement of this act is that all generators of legally defined hazardous wastes report to the U.S. Environmental Protection agency (EPA) on the volumes and types of wastes produced. Amendments to the Clean Water ACt (CWA) also require the development of a spill prevention, control, and countermeasure (SPCC) plan at every Army installation. The SPCC must pinpoint locations on post where hazardous materials are stored. This report outlines the features of a computerized tracking system that interfaces the Army installation procurement system with a database of known hazardous items to produce a monthly listing of the types and amounts of hazardous materials procured by each unit on post. This listing can be used to comply with the requirements.
