Road Pricing, Financing, Regulation, and Equity: a Summary of the PIARC Seminar in Cancùn, Mexico

Abstract

PIARC's international seminar on road pricing as a financing, regulatory and equity tool was held in Cancun, Mexico on 11-13 April 2005. This paper summarises the projects that were presented at the seminar and gives an overview of road pricing. Case studies from America, Chile and Japan are presented to illustrate road pricing for axes and corridors. Case studies from Austria, Hungary, Colombia, Mexico and Chile are presented to illustrate road pricing on a motorway network. Examples of toll rings and toll zones to control congestion in the UK and Latin America are presented. The technology for electronic toll collection, the effects of tolls on user behaviour, the acceptability of toll roads, the objectives of road pricing and allocation of earnings, toll rate systems, the socio-economic effects of road pricing, and the economic justification of road pricing are discussed.
