Abstract
The combination of low interest rates and decreased petroleum costs have combined to increase utilities costs in the form of increased capital costs. This paper describes the many strategies being pursued by utilities to refinance their debt and strengthen the balance sheet. This includes such strategies as calling old bonds and reissuing new, lower-interest ones, and off-balance-sheet financing.
