Abstract
Traffic planning outside built-up areas often focuses on motorways and rural highways. These high quality trunk roads represent only some 10 to 20 per cent of the overall stock. The remainder of the network is referred to as minor rural roads or low-traffic roads (LTRs). Section 1 deals with traffic characteristics of these one lane roads. On a modest pavement with mixed traffic by mode in two directions, high speeds and large differences in speeds occur. Traffic unsafety is an important problem on these roads. This is explained in more detail in section 2. Section 3 presents a method to analyse a low-traffic network on safety aspects. Basically the unsafety problem should be solved at a regional scale.
