Abstract

This paper highlights the increasing level of congestion in urban areas and suggests possible remedies. It stresses the need for a co-ordinated and comprehensive approach to congestion and the importance of maximising the use of existing infrastructure such as traffic control and restraint, including road pricing. It also urges the case for investment in new road and rail provision.
