Urban road development in Indonesia with emphases on toll road network in Jabotabek area

Road network needs to be planned in accordance with traffic demand. This paper describes roads in cities of Indonesia, where they are classified functionally into primary system and secondary system. This classification relates to the sources of funds. Presently, strategies are being developed to manage those different sources of funds by an interdepartmental agency in the first five biggest cities in Indonesia, particularly for improving road network and introducing low cost traffic management. For longterm strategic plan, a toll freeway system that requires high construction cost to alleviate traffic congestion continues to be developed in urban areas of Indonesia. Toll road systems in Jakarta and Botabek Area are described in this paper. It is shown that the use of the road by large sized vehicles was more elastic than small sized vehicles as a result of 1983 toll increase.
