ARCHITECTURE DEVELOPMENT AND IMPLEMENTATION OF CVO/ITS TECHNOLOGIES

Abstract

The 1992 Intermodal Surface Transportation Efficiency Act (ISTEA) placed new emphasis on transportation management to realize congestion mitigation and air quality improvement. The United States Department of Transportation has recognized the need for a national highway management plan and has developed a national Intelligent Transportation Infrastructure (ITI) program with the intention of achieving transportation efficiency through the integration of transportation system functions. ITI utilizes evolving technologies to provide more efficient and effective solutions to the nation's multi-modal and interdependent transportation problems. In addition, ITI promotes electronic system interface among various jurisdictions and advocates the integration of local Traffic Management and Communication Centers into regional, statewide, and national Traffic Operations Management systems. This paper will highlight the Commercial Vehicle Operations (CVO) elements of the ITI architecture and consider the positive effect this will have on improving the safety of the nation's highway system and enhancing the operating efficiencies of government regulatory agencies as well as the trucking industry.
