Abstract
This report addresses issues arising from provision of transportation services to the transportation disadvantaged in response to recent legislation and regulations. Social and economic impacts are substantial. Recommendations are developed on the premise that existing legislation and regulations are susceptible to change. Through an elucidation of the issues and alternative courses of action, this report should help in the future selection of more efficient, economical, and socially acceptable approaches. (Author)
