Abstract
One part of the proposed organics regulations prohibits use of chloramine as primary disinfectant on the grounds that it is a poor biocide. One water department that has used chloramine as a primary disinfectant for over 30 years describes its biocidal effectiveness as measured under actual treatment plant conditions.
