FMCSA Safety Program Effectiveness Measurement: Roadside Intervention Effectiveness Model, Fiscal Year 2013

Abstract

The Federal Motor Carrier Safety Administration (FMCSA), in cooperation with the John A. Volpe National Transportation Systems Center, has developed an analytic model to measure the effectiveness of roadside inspections and traffic enforcements in terms of crashes prevented, injuries prevented, and lives saved. Traffic enforcements and roadside inspections are considered interventions, and this analytic model is known as the Roadside Intervention Effectiveness Model (RIEM). This model provides FMCSA management with information to address the requirements of the GPRA Modernization Act of 2010, which requires Federal agencies to measure the effectiveness of their programs as part of the budget cycle process. It also provides FMCSA and State safety program managers with a quantitative basis for optimizing the allocation of safety resources in the field. This report discusses the results of the Roadside Intervention Effectiveness Model for fiscal year 2013.
