Abstract
Excellent guidance on the design of traffic signal preemption at highway intersections near highway-railroad grade crossings is provided by the ITE Recommended Practice Preemption of Traffic Signals At or Near Railroad Grade Crossings with Active Warning Devices and National Cooperative Highway Research Program Synthesis 271 Traffic Signal Operations Near Highway-Rail Grade Crossings. However preemption of highway traffic signals for railroad operations is very complex and must be designed and operated for each specific location often with unique conditions. This paper is intended to provide additional guidance in timing of traffic signal preemption
