Abstract

This article concentrates on two issues that the IGC-2004 had to deal with: 1) how to establish and monitor a more precise delimitation of powers between the European Union and the Member States; 2) the status of the Charter of Fundamental Rights of the European Union. To what extend can these issues turn the Union into a more democratic, efficient and transparent organisation.
