Abstract

The passage of the Immigration Reform and Control Act of 1986 (IRCA; P.L. 99-603) completed the first act in what is often regarded as a three-act play on immigration reform. The 1986 law focused primarily on illegal or undocumented immigration. 1 The play’s remaining two acts are intended to focus on reforming legal permanent immigration and legal temporary immigration.
