In 1962 the first significant collective bargaining contract covering teachers was negotiated in New York City. Since then, collective bargaining in education has developed nationally at an impressive pace. At least 32 states now provide teachers with bargaining rights,* and a growing majority of teachers (60% or more) work pursuant to collective bar gaining contracts. Membership in teachers unions has increased enormously; simul taneously, dues therein have been in creased, so that the resources available to teachers unions may even exceed $500 million annually. Since 60% to 80% of school budgets are spent for personnel, virtually every aspect of education has been affected by this dramatic shift to col lectively bargained terms and conditions of employment.
