Abstract
When R.J. Rudden Associates Inc. first surveyed state utility regulators last year about electric utility competition, they found they were certain that competition was coming, but unsure about its impacts. This year, after updating the survey, they can draw a clearer picture of what effects regulators think competition will have on industry stakeholders - including utilities, their customers and shareholders, and the regulators themselves. Through direct comparison with last year`s data, the 1994 update also measures the momentum of competition-related activities, and signals areas of increasing (and decreasing) concern to public utility commissions.
