Abstract

The legislative debate has focused largely on whether there should be a nationwide federal mandate for retail competition. However, this article focuses on an aspect of the debate that has received considerably less attention: that is, whether other parts of the current federal framework governing the electric power industry should be amended in order to promote the transition to more efficient and more competitive electricity markets.
