Abstract
A case study of biomass development illustrates how California has been a leader in developing policies which promote innovation in the energy technology field. Farsighted energy planning and a successful partnership between state government and industry combine with an abundance of natural resources to enhance energy supply at a reasonable cost. The California Energy Commission forecasts energy demand at stated intervals with a sophisticated assessment of the end-use of energy supplies. It then determines the potential for technologies, it focuses on developing an integrated needs assessment process that allows for equitable treatment of alternative energy supplies with conventional supplies.
